2014-03-14 Friday NewsFriday News Mendota Heights Weekly Report on City Activities Recreation Program Registration Residents are ready for summer and it showed this week with over 425 registration processed for recreation programs. Nineteen softball teams are also returning for this year's season. There are still plenty of openings in recreation and golf programs. Residents can register online or in person at City Hall. NEW! Kids may be interested in the Superhero camp offered the week of July 14 - 18. Kids will , unleash their inner superhero just in time to save the world! This fun filled week will have games, crafts, making superhero names, practicing do-gooder skills and creating their own comic book. Mendota Heights 51K Run/Walk Event Twelve weeks and counting... It's time to start training for the Mendota Heights 9th Annual 5K Run/Walk. This year's event will take place on Saturday, June 7th. Early registration fee is $25 and all race proceeds go directly to Special Olympics. So save the date and start your training program for the 9th Annual 5k Run/Walk! The warming houses were cleaned out and the gas shut off. Broken shovels were repaired as needed. The hockey goals were taken off the rinks and put in storage. The flooding hoses and hydrant fittings were also removed and stored. Truck 503 was serviced. They assisted the Fire Department in returning hoses to the fire hall after the house fire on the Highway 110 Frontage Road. The Utilities Crew checked the lift stations daily. Both generators were exercised. After a resident's concern, the storm sewer was looked at on Fieldstone Drive and it was flowing fine. There was a possible sewer backup on Highway 13 and a problem was found in the homeowner's service. Root killer was added to the Marie Avenue sanitary sewer line. The Streets Crew opened catch basins throughout the city. Blacktop material was picked up and potholes were filled. A crime watch sign was installed in the Evergreen Knoll neighborhood. They helped a resident with removing snow and mud from the front yard that was left there from cleaning a catch basin. Ennineerina City Projects (construction year) Hunter Lane/Orchard Place Neighborhood Improvements (20131 -The project is considered substantially complete and the final lift of wear course asphalt will be placed in the spring. Highway 13 Trail Connection (2014)_- Construction will not begin until the spring. A utility conflict with Saint Paul Regional Water Service needs to be resolved prior to construction. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/20151 - The consultant is working on the design plans and specifications for the first phase of construction, and the City anticipates bidding the project in the April/May timeframe. The first phase will reconstruct Victoria from Lilydale to Marie Avenue and rehabilitate the Stratford/Walsh/ Rolling Green neighborhood. The remainder of Victoria was put off to a future date, but it is anticipated for construction in 2015. The Lilydale portion of Victoria from Caren Road to Highway 13 will be included. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (20141 - The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (Mendota Heights Road to Highway 13) are scheduled for rehabilitation in the coming year. Projects will reclaim the existing pavement and install ADA compliant ramps along each trail. Construction is anticipated in June/July. A Joint Powers Agreement with Dakota County will be on the March 18th City Council Agenda. County Proiects Delaware Avenue Resurfacing (20141 - Dakota County is planning on resurfacing Delaware Avenue from Highway 110 south to I-494. This project will not widen or otherwise alter the lane alignment of Delaware, but will provide a new asphalt driving surface and new striping. Construction is anticipated to begin in late June. Lexington Crosswalk at Victoria (20141 - The median and crosswalk are scheduled for installation this summer. This project will install a center median in Lexington on the north side of the Victoria intersection and provide for a crosswalk to connect the trails on the east and west of Lexington. The left turn lane from southbound Lexington to eastbound Victoria will be removed as part of this project. State Proiects Highway 110 & Lexington Avenue Signal Replacement (2014) - The existing signal will be replaced this summer with a new LED signal with flashing yellow arrow for the left turn lanes on Lexington. Highway 13 Reconstruction (2015) - The section of Highway 13 that was not rehabilitated in 2012 is scheduled for reconstruction in 2015. This section is from I -35E south and west to 2nd Street in Mendota. This section will receive a widened shoulder, curb, gutter, and storm sewer to help alleviate drainage and erosion problems in Lilydale. Highway 149 (Dodd Road) Resurfacing (20171 - Dodd Road is scheduled to be resurfaced from Highway 55 in Eagan to Annapolis Street in 2017. At this time, there are no plans to widen the State Highway, but some alterations for drainage and public safety are possible. Originally scheduled for 2015, the project was delayed to coincide with the Highway 110 rehabilitation project. Due to the project delay, Dodd Road will receive another sealcoat (chip seal) in 2014. Highway 110 Resurfacing (2017) - Preliminary project scoping has begun. This project will not reconstruct or alter the alignment of the state highway, but modifications to access points, traffic signals, shoulders, drainage, and pedestrian facilities are likely. Other Activities Lower Mississippi River Watershed Management Organization (LMRWMO) - Staff attended the monthly meeting of the LMRWMO board. The LMRWMO is making progress in updating the Watershed Management Plan and developing a new Joint Powers Agreement for the member Cities to incorporate the portion of Mendota Heights that used to be part of the now dissolved Gun Club Lake Watershed Management Organization. The LMRWMO is also working on an erosion control repair in Cherokee Park (City of Saint Paul) that involves storm water drainage from Mendota Heights and West Saint Paul. MN2050 - Staff attended a meeting of the MN2050 organization on Friday. The organization is working with Twin Cities Public Television on producing a series of documentaries on the state of Minnesota's infrastructure. Alcohol concentrations vary from country to country and may significantly impair your judgment. @Qq @U000 1 Crisis Call Friday 1548 hours I Officers were summoned to respond to a local motel in response to a suicidal male who wanted transport to the ER. Upon accessing the room, they found him crying and pleading for help, saying he was in pain. The man, recently released from the hospital, was now very intoxicated. He was transported to the hospital; offic- ers cleared. Property Damage Accident Saturday 1149 hours Officer John Larrive responded to a two car crash where one lost motorist did not stop at the stop sign and I was struck by a vehicle entering the intersection. The poor driver was now not only lost, but missing a vehi- cle, as it had to be towed from the scene. The driver's exchanged information and officers cleared. Theft Saturday 1310 hours A resident reported that her UPS packages had been stolen from her doorstep after she left her residence for a while. Officer Lambert arrived to take a report and learned she had reported the missing packages to UPS. I I They are working on her case, as are our investigators. Case pending. Theft Saturday 1357 hours I Victim put a check in the mail to pay for a bill, and reported the check was stolen and soon passed at a Wal- I Mart in a north metro suburb. Since the check was passed there, Officer John Larrive advised the victim to report that crime to the jurisdiction where it occurred. However, that department advised the complainant I I they would not pursue such a report, so our investigator is working on it on behalf of the victim. I Found Poodle Saturday 1721 hours I Reporting party found a small, brown, curly-haired dog near Ivy Falls and did take it to a vet to see if it had a Ichip; it did not. Officer Shepard arrived to take custody of the pup; no tags or identifying information was on it and it was taken to Four Paws for shelter. Closed. I Hit & Run Sunday 1337 hours Officer Lambert responded to a report of a hit and run accident where the vehicle sustained moderate dam- age to the side of her car and was having trouble opening it. The caller, now at home, reported a dark col- I I ored van had backed out of a driveway in front of her and crossed over into the opposite lane; meanwhile, she was unable to stop and collided. The vehicle attempted to move forward and then sideswiped her vehicle, but the offending female driver continued on her way. The victim reported it appeared the female was flee- I I ing. Case forwarded to investigations for review of suspect information. Suspicious Person Sunday 1403 hours I Reporting party lost their phone; upon calling the phone, the answering party stated she had found it and I demanded money for its return. Case is being handled civilly through the provider for the time being; infor- mation only at this time. I Driving with Drugs Sunday 2318 hours A routine plate check by Officer Peyton Fleming showed the RO as revoked. Upon stopping the driver, the smell of marijuana wafted out of the car and soon marijuana and drug paraphernalia were found. Citations I I were issued and the driver was released. 1 0 0 0 @Q9 @U000 Driving with Drugs II Monday 0044 hours I Officer Peyton Fleming then watched a vehicle weaving over the center line. Upon stopping the driver and I RO, the marijuana was in plain view, along with drug paraphernalia. Citations were issued and the driver was released. I Attempted Theft Sunday 0915 hours Officer Lambert took a report from a man whose vehicle was broken into while parked in a lot near a trail - head. It appeared his things were rifled through, but nothing reported stolen yet. Nothing further; inactive. I Fraud Monday 1449 hours Victim reported to Officer John Larrive that his bank account had many unauthorized payments made from I it. Many of the payments were made to someone else's Xcel Energy bill. A report was required by Xcel and investigations is on the case. I I Accident Tuesday 0947 hours Officer John Larrive wrote a report for a two vehicle with property damage upon backing out of a driveway. It's a good thing these piles of snow are melting to help out visibility! Information exchanged, cleared. I I Jewelry Theft Tuesday 0953 hours Homeowner reported many pieces of jewelry missing from the home and provided possible suspects to Ser- I I geant Neil Garlock. Under Investigation. I Accident/No Insurance Tuesday 1709 hours I Officer Fleming and Officer Tanner Spicer responded to an accident where a vehicle failed to yield while ex- I iting a parking lot. One driver was transported to the hospital, and was also issued a citation for No MN DL, No Insurance and failure to yield. Both vehicles were towed. Officers cleared. I Theft of gas Tuesday 2000 hours Employee reported a theft of gas, to Officer Fleming, but had limited information outside of a driver of a Cadillac or Deville. Nothing further to go on, inactive. I Recovered Stolen Property/Warrants Wednesday 0022 hours Officer Spicer checked on a vehicle entering a frequent -flyer hotspot and hit on a stolen vehicle, reported the I I day before. Officer Fleming, Officer Denise Urmann, and nearby Eagan officers responded to assist in the removal of three occupants. One had needles in his possession, while another had credit cards in his pocket that did not belong to him. All were found to have warrants and the stolen vehicle was confirmed out of I I White Bear Township. One of the parties had just been released from jail. As for the actual crime of who stole the car, fingers were pointing and denials of course were at the ready.
