2014-03-07 Friday News - - - The Pipeline N E W S L E T T E R Public Works March 7, 2014 Engineering Code Enforcement Public Works A complimentary note came in from a resident: MH road crews are awesome. In a very trying winter, there is one thing I can always be thankful for, and that is the Mendota Heights Public Works Department. I am so grateful for the consistent and stellar plowing of our roads. There is no city or suburb that I know of that has such well- maintained roads. I tell of your good work when residents of other cities complain. The Parks Crew continued widening trails throughout the city with the bobcat. They did the daily checks of the rinks and warming houses. They th continue to flood the rinks. The rinks will close on Sunday, March 9. This is the latest we have ever had them open. The Kubota that brooms the rinks was picked up after repairs were made to it. Unit 505, the ground master with the snow blower, was serviced. The parking lot at the Par 3 service garage was opened. The Utilities Crew checked the lift stations daily. There was a low level alarm on Monday at the Veronica lift station because the transducer was bad. A new transducer was ordered and will be covered under warranty. It will be installed next week. A new hydrant flag was installed on Huber Drive. They assisted with salting the streets on the north end and attended the wellness committee meeting. They also attended a safety seminar. The Streets Crew cleaned off the bridge decks. Snow, ice and water runoff was cleared from catch basins, driveways and mailboxes. They are clearing snow from fire hydrants. Truck 308 was prepared for the DOT inspection. The front tires were replaced and the brakes changed. The main streets and neighborhoods were plowed on Friday. Engineering City Projects (construction year) Hunter Lane/Orchard Place Neighborhood Improvements (2013) The project is considered substantially complete and the final lift of wear course asphalt will be placed in the spring. Highway 13 Trail Connection (2014) Construction will not begin until the spring. A utility conflict with Saint Paul Regional Water Service needs to be resolved prior to construction. Victoria Road Reconstruction & Rolling Green Neighborhood Rehabilitation (2014/2015) The consultant is working on the design plans and specifications for the first phase of construction, and the City anticipates bidding the project in the April/May timeframe. The first phase will reconstruct Victoria from Lilydale to Marie Avenue and rehabilitate the Stratford/Walsh/ Rolling Green neighborhood. The remainder of Victoria was put off to a future date, but it is anticipated for construction in 2015. The Lilydale portion of Victoria from Caren Road to Highway 13 will be included. Wentworth Avenue & Pilot Knob Road Trail Rehabilitation Projects (2014) The trails on Wentworth (Wachtler to Dodd) and Pilot Knob Road (Mendota Heights Road to Highway 13) are scheduled for rehabilitation in the coming year. Projects will reclaim the existing pavement and install ADA compliant ramps along each trail. Construction is anticipated in June/July. County Projects Delaware Avenue Resurfacing (2014) Dakota County is planning on resurfacing Delaware Avenue from Highway 110 south to I-494. This project will not widen or otherwise alter the lane alignment of Delaware, but will provide a new asphalt driving surface and new striping. Construction is anticipated to begin in late June. Lexington Crosswalk at Victoria (2014) The median and crosswalk are scheduled for installation this summer. This project will install a center median in Lexington on the north side of the Victoria intersection and provide for a crosswalk to connect the trails on the east and west of Lexington. The left turn lane from southbound Lexington to eastbound Victoria will be removed as part of this project. State Projects Highway 110 & Lexington Avenue Signal Replacement (2014) The existing signal will be replaced this summer with a new LED signal with flashing yellow arrow for the left turn lanes on Lexington. Highway 13 Reconstruction (2015) The section of Highway 13 that was not rehabilitated in 2012 is scheduled for reconstruction in 2015. This section is from I-35E south and west to 2nd Street in Mendota. This section will receive a widened shoulder, curb, gutter, and storm sewer to help alleviate drainage and erosion problems in Lilydale. Highway 149 (Dodd Road) Resurfacing (2017) Dodd Road is scheduled to be resurfaced from Highway 55 in Eagan to Annapolis Street in 2017. At this time, there are no plans to widen the State Highway, but some alterations for drainage and public safety are possible. Originally scheduled for 2015, the project was delayed to coincide with the Highway 110 rehabilitation project. Due to the project delay, Dodd Road will receive another sealcoat (chip seal) in 2014. Highway 110 Resurfacing (2017) Preliminary project scoping has begun. This project will not reconstruct or alter the alignment of the state highway, but modifications to access points, traffic signals, shoulders, drainage, and pedestrian facilities are likely. Other Activities Rogers Lake Water Quality Report Students form Saint Thomas Academy presented their annual Water Quality Report for Rogers Lake at the City Council Meeting Tuesday night. Although there are a few areas of concern Rogers Lake is in good shape. The overall water quality score the lake received is the highest it has been in years. Driver #1 was E/B on Mendota Heights Road and driver #2 was W/B on Mendota Heights Road when the driver of vehicle #2 lost control of the vehicle striking the other car. The driver of vehicle #2 was uninsured and was issued a citation. Property Damage Accident Thursday 1438 hours Officer Bobby Lambert responded to the scene of a property damage accident at Dodd Road and Hwy 110. Both vehicles were stopped one in front of the other at a red light waiting to continue northbound on Dodd Road when the driver of the rear vehicle decided to reach for a french fry and inadvertently let up off the brake resulting in a rear end collision. Domestic Thursday 1837 hours Officers Todd Rosse and Peyton Fleming were dispatched to a home on a domestic call involving one party hitting and pulling the hair of the other party. In speaking with the two family members, they learned the argument started about one of them not getting the mail or cleaning around the house. At that point the argument got very heated, yet neither party was injured and both agreed to avoid each other for the rest of the night. Burglary Friday 0742 hours Officer John Larrive responded to a local business on a burglary report. An employee had arrived to the building to find the front door lock damaged. In entering the multi-business building, one business in particular had been forced opened. In doing a walk through of the burglary, it appeared the only item missing was a computer. No suspects at this time. Theft of Gas Friday 0844 hours Sergeant Neil Garlock responded to a local gas station on a report of a gas theft. In speaking with the gas station employee, he was able to describe both the suspect vehicle and the suspect. A letter was mailed to the suspect in reference to the gas theft, who then returned the call to state that he had borrowed his car to his son, who had in turn loaned the vehicle to a friend, who had accidentally forgot to pay for the gas, and who drove off. The friend of the manÓs son then returned to the gas station to pay for the gas. Cleared. Harassment Friday 0912 hours Officer John Larrive met with a complaint to report a harassing voicemail she had received. The complainant who works at a property management company has been receiving harassing voicemails from a tenant in the building she works at stating she knows where she lives. Complainant simply wanted this harassment reported as informational only at this point. Check Welfare Friday 2252 hours Sergeant Eric Petersen along with Officer Denise Urmann were called to check the welfare of an intoxicated woman who left the home on foot in below zero temperatures. Officer Urmann arrived at the home while Petersen searched for the woman. In speaking with the womanÓs husband, he stated the woman was upset over a recent trauma and attempted to take the keys to the car and leave. He would not allow that so she left on foot. Upon the officers arrival, the husband and wife talked to each other by phone the wife stated she was now at MHPD. The woman informed officers she was upset over a recent trauma and simply wanted to leave. She showed no signed of intoxication and agreed to not return home for the night.
